Five Minute Red Light

We were cruising the Marin Headlands in the Golden Gate National Recreation Area when we saw this sign in the middle of nowhere.

To be safe we waited the five minutes. Nothing happened until the last two minutes: cars came from the opposite direction. Our light turned green, we drove away and saw the reason: we had to enter a small tunnel, with only one car lane and two small bike lanes.
