Express moon rise

One of the advantages of living between mountains is that you can see the sun and the moon rise over them. Seeing the sun rise over the mountain in the east is an amazing sight.

But last week it was the moon that drew our attention. Much to our surprise it took the moon less than five minutes to get from showing its first light to being completely above the mountain.

Is that the normal rate at which the sun and moon rise? Or is it something specific to Northern California?
