Warning signs

I already knew that Americans had a love for signs that can easily rival the Dutch. But if you then also have to post those warnings in two languages, you end up with walls of signs like this one.

I just noticed that some of the signs have not been translated. Does that mean that Spanish speakers can take their dogs on the beach and set fires? Or that they're not likely to do so, even when you don't tell them?
